HDC Announces Big Changes to Hulhumalé’s Future

Housing Development Corporation (HDC) has officially announced major updates to the Hulhumalé Master Plan, reflecting the island’s rapid development and the increasing needs of its population. The revised plan was inaugurated today by President Dr. Mohamed Muizzu at a ceremony in Hulhumalé Phase 2, attended by cabinet ministers and senior HDC officials.

According to HDC, the changes were made in response to the expanding population and the newly reclaimed land in Hulhumalé. The revisions aim to improve public services, increase economic opportunities, and ensure more efficient use of land. The planning process involved technical consultations and stakeholder discussions to ensure a practical and inclusive outcome.

One of the most notable updates is the decision to reclaim the water strip between Phase 2 and the currently reclaimed Phase 3, which will connect the two areas. This move is expected to significantly enhance transportation and accessibility.
The Hulhumalé harbour is also set for expansion—from 36 hectares to 53 hectares—creating more space for docking and logistics operations.

The revised plan introduces a detailed land allocation strategy:

  • 29.84% for residential use
  • 10.41% for schools, mosques, and community services
  • 5.56% for commercial purposes
  • 1.44% for mixed residential and commercial use
  • 30.62% for green areas, sports, and recreation
  • 3.64% for office and administrative use
  • 5.76% for industrial activities


Green spaces, schools, mosques, and office zones will be planned within a five-minute walking distance of each neighbourhood to improve accessibility.
A 3D model of the new plan was revealed during the ceremony, along with the launch of HDC’s updated website. Public feedback is being encouraged and can be submitted on the HDC portal until June 16.
With these changes, HDC aims to create a more connected, sustainable, and livable Hulhumalé for future generations.
