India-Maldives Partnership Grows with Major Grant Projects

Maldives and India have signed 13 new Memorandums of Understanding (MoUs) under the Indian grant assistance programme, High Impact Community Development Project (HICDP) Phase III. The signing ceremony, held at the Ministry of Foreign Affairs, marks another milestone in the growing partnership between the two countries.

These projects, funded through a total grant of USD 6.48 million, will primarily support ferry services, improve connectivity, and uplift community life across the Maldives.
The MoUs were signed by Minister of Foreign Affairs Dr Abdulla Khaleel, Indian High Commissioner to the Maldives G Balasubramanian, and Minister of Transport and Civil Aviation Mohamed Ameen, representing the implementing agency.

Foreign Minister Khaleel praised India’s ongoing support, stating that these projects are more than infrastructure—they’re designed to directly benefit communities. He emphasised that such cooperation reflects the strong and trusted relationship between the Maldives and India.
Minister Ameen highlighted the rapid development of the nationwide high-speed ferry network, now connecting 81 islands across nine atolls. He confirmed that with India’s support, the ferry network is on track for completion by the end of this year, ahead of its original 2027 target—a commitment strongly backed by President Dr Mohamed Muizzu.

Both ministers expressed sincere gratitude to the Indian government. Dr Khaleel also thanked Indian Prime Minister Narendra Modi and Foreign Minister Dr S Jaishankar for their continued support in strengthening bilateral ties. He also recognised High Commissioner Balasubramanian and his team for their dedication to the partnership.

The announcement of HICDP Phase III was made during President Muizzu’s State Visit to India in October 2023. The signing ceremony was attended by senior officials from both governments, underscoring the shared commitment to sustainable development and regional cooperation.
